As part of remaining accountable, the Cape Breton County Economic Development Authority submits a yearly business plan that is developed based on the Program Logic Model template that has been adopted by all RDA partners. In using this format, the plans are presented in a very clean and precise manner that allows the emphasis to be placed on the Strategic Priorities and Evaluation. Each RDA is asked to follow the Logic Model when outlining the strategic priorities that detail exactly what CBCEDA will work to accomplish for each fiscal year, what potential outcomes will result, and how CBCEDA will ensure these results.
The RDAs and funding partners have adopted a ‘Performance-Based Model’ to be used as a standard measurement of the RDAs’ performance in Nova Scotia. Research determined that no such model existed to date in North America and that the current structure of the Regional Development Authorities and monitoring procedures were a ‘best practice’ globally.
