On August 12, 1994, the Cape Breton County Economic Development Authority along with its partners released a Strategic Economic Action Plan. The plan looked forward five years and defined objectives and goals with a view to diversifying the economy of Cape Breton County.

On August 12, 1999, the Strategic Economic Action Plan reached the end of its five-year term. CBCEDA commissioned an analysis of the plan in terms of its focus and impact on elements of Cape Breton County essential to building a vibrant regional growth centre. The final assessment was completed by KPMG resulting in 48 completed recommendations, 23 substantive, 30 preliminary, and 12 no action. Since this assessment, two more recommendations have been completed.
